First, is there positive information that confirms whether or not this
particular tank was coated using the new formulation? I have not seen
anything conclusive on that, some of the early statements from NASA
implied that this was an older tank which was more likely to have used
the older formulation. I don't know one way or the other.

Anyway, the Montreal Protocol and the resulting push to phase out CFCs
go all the way back to the Reagan and First Bush administrations.

According to the CAIB, the bipod ramp of ET in question was coated with
the same material that had been used since the beginning. It's true
that newer ETs have a different material, but the fact is that it's the
old, so-called environmentally unsafe material that came loose and is
thought to have caused the damage that led to Columbia's loss. In other
words, the premise of the original post is invalid, so any conclusions
drawn from it are specious.

The material wasn't the issue, it was the 'foaming agent'. But I agree, the
claimed cause-and-effect is dubious to me.
